Council seeking operator to build new leisure centre

The process of finding an operator to build a new leisure centre in Coalville has begun.

North West Leicestershire District Council (NWLDC) has invited operators looking to win the contract for this exciting leisure development and management opportunity to submit their expressions of interest.

The chosen operator will design, build, operate and maintain the new centre (which will replace the current Hermitage Leisure Centre), and take on the management of both the new centre and Hood Park Leisure Centre in Ashby-de-la-Zouch.

As well as the new build, the procurement also includes a key focus on Hood Park Leisure Centre and its valued outdoor pool. The council will look for investment and programming proposals from the operating partner to ensure that the Ashby centre continues to grow and thrive into the future.

The process of selecting a provider will take around 12 months, with the construction of the new centre starting in summer 2019. It is hoped the build will take around 18 months to complete, meaning North West Leicestershire residents will have a new, state of the art leisure centre by winter 2020.

Staff from both leisure centres will transfer to the new operator ahead of the new centre opening, to ensure a smooth transition from the current facility. Hermitage Leisure Centre will remain open until the new one opens.

Whilst the exact provision will be decided during negotiation with shortlisted operators, the new facility will be an enhanced leisure centre with the following as a minimum:

  • Eight court sports hall
  • Eight lane x 25m pool
  • 15m x 8.5m learner pool with moveable floor
  • 150 station health and fitness suite
  • Multi-activity studio, large enough to be sub-divided to two separate rooms
  • One spin studio
  • Three squash courts
  • Vending area(s)
  • Café / bar
  • 250 car park spaces.

Councillor Richard Blunt, Leader of NWLDC, said: “This is the biggest commitment to leisure that this council has made in a generation and we want to get it right. The start of the procurement is an important step on our journey to creating a top quality leisure centre at the gateway to Coalville and improving the leisure offer in Ashby.

“As part of our decision process, we tested the market to see if this was the kind of contract operators are looking for. We were reassured by their positive response and are looking forward to receiving interest from operators across the board who want to take on this exciting project and work with us on our health and wellbeing agenda.

“We’re looking for an operator that can really drive our priorities in terms of health improvements for our district, whilst mirroring our values for both staff and customers.”
